The purpose of the survey is to find out how drivers feel about speeding
Estonia has come up with an innovative way of enforcing speeding fines. Speeding motorists on the route between Tallinn and Rapla will have the choice of paying a fine or using the new “time out” system. Depending on the speed of the speeder at the time of the stop, the time-out will last anywhere from 45 minutes to an hour. The goal of the study is to find out how drivers feel about speeding and whether or not they believe that the time and money they could have saved by not speeding is a larger deterrent.
With the help of the Estonian Ministry of the Interior and the police, this project was born. A PPA innovation advisor, Elari Kasemets, is quoted in the EER. In the end, we’re doing this as part of an attempt to find new and better ways to improve traffic safety.
