Intersections and headlights are not a good combination, they are more often than not, quite blinding. And this can be dangerous, as the Japanese people have cleverly figured out. This is where the country’s next rule comes into play. Everyone is expected to turn off their headlights at intersections.
This gets done as a courtesy to the other driver, so you do not blind them in the process of their commute. Not to worry, they should also return the favor, when arriving at an intersection, it is expected that they will indeed turn their headlights off, too.
