#32: Cartel Leaders Display Severed Heads As Warnings
Some cartel leaders send gruesome messages by displaying their enemies’ severed heads in public places. Heads have been found on stakes, tossed onto nightclub dance floors, or left in the streets. These acts are designed to terrorize rivals and civilians, sending an unmistakable warning to anyone who resists them.

Authorities sometimes find chilling handwritten notes alongside the remains. This strategy of public brutality is meant to create fear and demonstrate power. It also shows how cartels use psychological warfare as much as physical violence to maintain control over territories and silence those who oppose them.
